Loss, theft or theft of documents: what to do?


Reaching into your pocket and realizing your wallet is gone is a stomach-dropping moment. Whether you dropped it on the bus, or you were the victim of a calculated pickpocket, the loss or theft of your personal documents is a situation that must not be taken lightly.

If your Citizen Card (Cartão de Cidadão), passport, or bank cards fall into the wrong hands, criminals can easily attempt to use your personal information for identity theft, financial fraud, or illicit purchases.

There is only one correct way to respond to this situation: act immediately. In this comprehensive guide by the Folime team, we explain exactly what you need to do step-by-step to protect your identity and how to replace your missing documents in Portugal.

Step 1: File a Police Report

Before you do anything else, if you suspect your wallet was stolen, you must report the situation to the police (PSP or GNR). They will issue an official report (Auto de Denúncia). You will need this document to prove you were robbed when requesting replacements or contesting fraudulent bank charges.

Step 2: Cancel Your Missing Bank Cards

As soon as you notice your bank cards are missing, you must cancel or freeze them immediately via your banking app or by calling your bank’s 24-hour emergency hotline.

We strongly advise you to do this promptly. Once you notify the card issuer, they assume full responsibility for any amounts improperly moved from your account. However, if fraudulent transactions occur before you notify the bank, European banking laws state that you may be held liable to pay up to a maximum of 50 euros. Step 3: Cancel Your Citizen Card (Cartão de Cidadão)

If your Portuguese ID card is lost or stolen, you are legally required to cancel it within 10 days of becoming aware of the fact.

Important Warning: Failure to cancel your citizen card within this legal deadline constitutes an administrative offense, which is punishable by a heavy fine ranging from 100 to 500 euros.

You can cancel your card in several ways:

  • Online: Via the official ePortugal portal.
  • By Phone: Call the Citizen Card Line at (+351) 210 990 111.
  • In Person: At any Civil Registry office, a Citizen Shop (Loja do Cidadão), or at a Portuguese consular office if you are living abroad.

Step 4: What to Do If Your Passport is Stolen Abroad

Losing your passport while traveling outside of Portugal is a traveler’s worst nightmare. First, you must report the loss to the local foreign police and obtain a copy of the police report.

With that report in hand, go to the nearest Portuguese Consulate or Embassy. They can issue you an urgent, temporary travel document called a Single Travel Title (TVU), which will allow you to board a plane and return to Portugal safely. If there is no Portuguese embassy in that specific country, as an EU citizen, you have the right to seek emergency help at the embassy of any other European Union member state.

Step 5: How to Renew and Replace Your Documents

After securing your identity, it is time to arrange for renewals.

Depending on your age and situation, there are different ways to get a new ID:

  1. Online Renewal: This is valid for citizens aged 25 or older. If your card was lost or stolen, you can request a new one online only if the lost card still had more than 60 days of validity remaining. To do this, you must have officially canceled the lost card first.
  2. In-Person Renewal: This method allows anyone to renew at an IRN service counter, a Citizen Shop, or RIAC shops in the Azores. We highly recommend booking an appointment in advance via the Siga portal to avoid hours of waiting in line.

  • Driving License (Carta de Condução): You can request a second copy online via the IMT Online website, or in person at an IMT counter or Espaço do Cidadão.
  • Car Registration (Documento Único Automóvel – DUA): You can request a duplicate online or at the Institute of Registers and Notaries (IRN).
  • Vehicle Inspection Certificate: If you lost the paper proving your car passed its mandatory inspection, simply go to the specific inspection center where the test was carried out. They will print a 2nd copy containing all the original data and the date of issue.
